Asbestos Consultant-project Monitor
License Description
The four consultant disciplines include: 1. Inspector: a licensed asbestos consultant who is certified as an Inspector identifies, assesses the condition of, or collects bulk samples of suspected asbestos-containing material. An Inspector should be contacted when a pre-renovation inspection or pre-demolition inspection is required. 2. Management Planner: a licensed asbestos consultant who is certified as a Management Planner uses data gathered by asbestos Inspectors to assess asbestos hazards, determine responses most suitable for managing asbestos in buildings and develops implementation plans. Management Planners are also accredited as Inspectors. A Management Planner only needs one license to inspect and perform the duties as Inspector / Management Planner. 3. Project Designer: a licensed asbestos consultant who is certified as a Project Designer determines how asbestos abatement work will be conducted and prepares the plans, designs, procedures, scope of work or other substantive direction or criteria for abatement projects. A licensed Project Designer is required for all asbestos "response actions" in schools, as defined in the RCSA, "Asbestos-Containing Materials in Schools" regulation, Section 19a-333-1(nn), except for "spot repairs" as defined in the RCSA, "Standards for Asbestos Abatement" regulation, Section 19a-332a-10. 4. Project Monitor: a licensed asbestos consultant certified as a Project Monitor functions as an on-site representative of the facility owner or other persons by over-seeing the activities of the Asbestos Contractor. A licensed Project Monitor conducts post abatement re-occupancy clearance inspections and final air clearance testing following every abatement project. A Project Monitor conducts area air sampling and oversees segregation of waste in demolitions where no inspection was made due to structural integrity and danger of collapse.
